Exact opposite, I'd bet: those that object to 20s are most likely those that see themselves as ultimately abiding by them (hence their objection).
 
Speed does not kill. Rapid declaration or acceleration kills. The reason why both happen needs to be addressed reduce road casualties.

The very next sentence says… Difference-in-differences analyses showed no statistically significant differences between the intervention and control sites over time for road traffic collisions.

in other words the reduction was the same as the control site.

Then you misunderstood what you read. The intervention site has a new 20 mph limit. The control site does not. Both performed similarly.

they therefore concluded the 20mph limit made no difference. This is consistent with other research. Without self enforcing features, it’s just a sign on a post.

I personally think speed limits should be the max safe speed in all condition, allowing drivers to observe and be free to choose a lower speed when the conditions dictate. They should not be a speed that assumes you are driving blind and will mow down every possible pedestria.
