What do you mean by the word "female?"
In a sexual context, It was determined that she has a vagina, etc. It doesn't mean that she can reproduce nor that her internal biological makeup is female. Just that the person in attendance determined that she looks like a female, more than like male.

In a gender context, if a person feels that they are more male than female, they can transition even though their birth cert' says female.

If the birth disfigurement is say a facial disfigurement like a cleft palate or a hair lip, it is corrected with surgery on the NHS (in UK).

But if the birth disfigurement is anything about the genitals, the baby is due for a difficult life.
Many bigoted people will abuse them because of their condition. If, or when they transition, it's not the end of their discrimination, it's probably the start of a different form of abusive discrimination.

And if they want to compete in sport, there's a whole host of new difficulties and bigotry to face.

You have no idea of her genetic make-up.
It says Female on her passport, and she passed the Olympic eligibility criteria.
If a person with longer arms can be described as their genetic make-up, they have an advantage.
But longer arms is not about sex, so it doesn't trigger your sex hang-ups.
