You assume there is no reduction of concentration. Unfortunately humans are easily distracted. When the task doesn’t occupy our full attention we are distracted.

Concentration drops substantially when we are forced to drive slower than the safe speed for the conditions.
Easily distracted humans should not be driving!
 
I can't see what all the fuss is about.

30 down to 20 is not a big deal.

Much of ones driving in a 30 is at speeds up to 20.
Depending on the road I can't really agree with that. I get it's subjective, however we have sections of 20 that to me could still reasonably be 30. The following pics maybe don't do it justice, however these two show part of one long section of road in my area. As you can see yes there's a degree of it being built-up with pavements etc, however I don't feel 20 is required here. And if you do try to drive it at 20-25, you guessed it, a good few vehicles will soon be trailing very close behind you.

Wherever you drive, there are often people close behind you. That's their problem. Don't make it yours.
It could becomes yours if you need to brake sharpish ...

Plus it can be difficult not to let it increase your stress levels.
 
Because it can be justified where there are vulnerable people such and where the hazards are not immediately obvious. Schools, playgrounds etc. not dual carriageways or main roads away from people.

You said it wastes money i.e. costs more than it saves. You said it doesn't save lives or cut down on the casualty rate.

So How can it be justified?
When it’s a blanket 20 it is routinely ignored, as shown by all the research. Where it is carefully chosen it’s adhered to. The danger of blanket policy is people ignore the well placed limits as well as the bad ones. Humans also pay less attention.

@noseall I very much doubt your driving would be improved or decline if your Speedo stopped working. I would hope you have enough experience to look at the road, identify hazards, work out if you can stop in the distance you can see is clear and drive appropriately. That is what the vast majority of safe drivers do and it’s why 99.99999… % of journeys do not result in a car accident.

Those who advocate reducing speed limits ignore the human factors that lead to road accidents. Speeding (speed above the limit) by ordinary drivers (not drug users or crims on the run) account for a tiny amount of injury accidents. The big factors are poor observation and impaired driving.

Budgets are finite. £40m spent on the wrong thing with a £4bn economic cost is money wasted if it doesn’t save lives.

Bingo! That's the very reason why we have blanket speed limits. Now you are thinking like a road safety expert, instead of a disgruntled Tory.
 
It's not about safety, it's to get people out of their cars. It takes an eternity at the best of times to get around Wales, (whose idea to have a racecourse at Ffos Llas needs a frontal lobotomy) this latest measure should have you losing the will to live in short order.

This example changes the speed limit from 30 to 60mph as a result of trying to make it 20mph.
